The first precedent in Georgia

For the first time in Georgia, the Interagency Commission on Prevention of Violence against Women and / or Domestic Violence, Protection and Assistance to Victims of Violence was established in Zugdidi Municipality to ensure systematic and coordinated work on the prevention of violence against women and / or domestic violence. The commission will be headed by the Mayor of Zugdidi Municipality.

The commission was established for an indefinite period of time and its powers and rules of operation are defined by the statute.

The commission in the municipality should ensure:

  • Coordination and promotion of the implementation of targeted programs for the protection of women and victims of domestic violence;
  • Coordination of the implementation of appropriate programs for the identification, registration, scheduling and assistance of victims of violence against women and domestic violence;
  • Reception and submission of the information on child abuse to the relevant state body;
  • Coordination  and promotion of the cooperation with employers, business associations, unions and private employment agencies to assist women and victims of domestic violence;
  • Coordination and promotion of the provision of emergency assistance and temporary accommodation for women and victims of domestic violence, and, etc.

The interagency commission consists of 16 members and will be headed by the Mayor of Zugdidi.

Together with the representatives of Zugdidi Municipality, the representatives of the following agencies are also members of the commission: LEPL Agency for State Care and Assistance for the (Statutory) victims of Human Trafficking; Territorial division of the Ministry of Education, Science, Culture and Sports of Georgia; Division of the Samegrelo Zemo-Svaneti Police Department of the Ministry of Internal Affairs; Territorial Division of the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia in Samegrelo-Zemo Svaneti, Adjara and Guria and representatives of local NGOs.

The Commission was set up in close consultations with the Women's Information Center as part of the project "Increase Support to Victims of Domestic Violence during the COVID-19 Crisis", implemented with financial support and financial assistance of the EU, in partnership with “Tanaziari”, “Bridge of Friendship Kartlosi” and Fundacja HumanDoc.

The project activities include Shida Kartli and Samegrelo regions.

One of the directions of the project is to support the development of inter-agency commissions for the prevention of violence against women and / or domestic violence in the municipalities of the target regions and elaboration of rapid response plans in this direction.
